i found this grimm ciesta the other day - and if there isn't any sould reaping skills - how the hell is this thing any good?!?

I Have seen those focus items, but i have never seen a soul reaping skill, Ive checked full skill lists and don't see any there either - Kinda silly if you ask me

soul reaping runes ARE useful...necromancers use soul reaping even though there are no skills for it.

That looks like the Droknars crafter offhand. And you answered your own question. The mods on it are currently useless. It does provide 12 energy though so it's not totally useless. There are just much better offhands to use than this.

April Mornings is right, Soul Reaping and the runes are very useful. I would, however, say that a major soul reaping rune is essentially useless. Everyone has opinions and mine is that you should either equip a minor rune with no penalty or just take the big bang and use a superior rune.
